I beleive the "thing" you're referring to is an ABACUS. It's an ancient counting tool with beads that can be moved from side to side with each row representing tens,hundreds,thousands,etc..

Its called a pitch counter. Trust me I was in the bullpen my first 2 years in college and I chose that job over running down fall balls.
