In a modern civilized society? No, never. My state was on of the last to take it off the books (last year) - not because it was actually practiced or allowed, but because they didn't want coaches/ districts to get sued over 'butt-slaps' (really - I kid you not) and to allow for 'self defense' and 'quelling a disturbance' language.
America had corporal punishment in the past as some have mentioned.... we also had things like slavery, Jim Crow laws, indian massacres and witch trials. Just because it was done in the past doesn't make it right.

First of all, a teacher should never beat a child with or without corporal punishment. However, I do believe that sometimes a little pat on a well padded part of the body is not all bad. Just the mere embarassment can nip a problem in the bud. All children need to be disciplined. It depends on the child which method is most effective. Some children are very fragile and when an adult raises their voice, they have been disciplined. Other children are a bit more thick skinned. Most adults above the age of 45 have had a swat on the backside a time or two and they have not become violent or demented people. Maybe if there were more swats there would be less violent young people today. I am not sure that schools can revert back to that method very easily. If I had young children, I would not hesitate to put them in a school that uses corporate punishment. I am assuming it is not overused or used inappropriately. I believe that the teachers and schools should have the upperhand when dealing with children.Most teachers are compassionate people who have a fondness for molding the minds of young people. They are not there for revenge on children. The empowerment should be returned to the schools and teachers. The movement to give empowerment to children was the worst thing to happen to education and society.

Corporal punishment was still being used when I began teaching 27 years ago. I don't think it made a difference. I think the changes in society in general are responsible. We do need something however. Paddling is not the answer. Too many of the children I work with are beaten on a regular basis. It doesn't help at home.

corporal punishment does not have a place in schools
teachers are being attacked by students because students come to school with serious emotional issues and one of those is that parents do not take responsibility for the raising of their children

It has it's place, and when done correctly is effective and a deterrent. I think there are more benefits to having it than not having it ( I am a HS teacher).
When I went to school we had it, and believe me - we got the message.
I think teachers need to have something that can work like that in their disciplinary arsenal.

yes because kids will hit back and some of them will even stab or shoot the teacher
