Petroleum ether is the same as naptha (reference 1, MSDS sheet).

Manufacture of naptha requires destructive distillation of coal tar. Tragically, this is not a do-it-yourself project as it would require the production of coal tar, followed by distillation, condensation, and purification.

A little out of the realm of the home lab.

Following on other answer, there is no ether at all in it (if that is what you are after...). Pet ether is a petroleum derived product from distillation.
