Leave the pH alone, too big of a change will kill outright. The white spots are probably ich. It is a small parasite. Your pet store has ich medication. Follow the directions on the bottle. Congratulations on knowing what new tank syndrome is. You might also want to get a small bottle of "Cycle." This is good bacteria in a bottle that will speed up your nitrogen cycle. You cannot overdose with it, it is great stuff. If you have other tanks set up use some of the water or just transfer the filter to the new tank without cleaning it (the filter).

No. Treating the water does not get rid of the bacteria you need in the fish tank. Test for high levels of nitrate and nitrites. If they are up, do at least a 1/4 inch from top water change. If your fish have white spots, then you have a disease called "Ick" and you can buy products from the pet shop to remedy this. Ick will kill all the fish in the tank if not treated. Buy a product called "CopperSafe". This is used for Ick, Velvet and other external Parasites. Never add more than 3 fish at a time to your tank. At least that is what I do. You have probably picked up Ick from new fish you have purchased. When buying new fish, you should always quarantine them in a separate bowl for at least two weeks to see if they have Ick before adding them to your aquarium. Never allow ammonia build-up. This will kill your fish faster than anything. Anytime you have ammonia, nitrites or nitrate build-up the only thing that will fix that is a water change.
