if you feel it than it's normal. if you have a dysfunction (other than a serious injury) then you need to improve your circulation. that's what all those e.d. drugs are for.
see a general practitioner, and get a physical. ask if it is okay to exercise a little bit. if you get the green light, then read up on breathing exercises and low impact aerobic exercises.
get that blood pumping and after a while you might get a little visit in the morning from an old friend down there. then you can stroke away and the urge will be gone (for a little while at least...)
