If I call my friend in Mexico (or any other country, really), it's pretty cheap for me. But what does my friend get charged?

He just gets charged the standard long-distance rate, which isn't much at all. I would set your friend up with a computer, and Skype. That way, you could just call him on Skype and it would be free.

I'm not sure how their computer to phone charges work, but you need to call your friend's computer--not the phone. That way, neither of you gets charged.

He gets charged nothing.
It's a great service Skype.
