Example: I saw on Soprano's that the FEDS had tapped a phone line but they could only listen to the conversation for the first 40 seconds if the conversation did not seem to have anything to do with the case. After that, they could tap back into the line every 2 minutes but only for 40 seconds unless the conversation was pertaining to the tap. How true is this?

He can listen exactly as long as his wire tap approves.
Wire taps and durations are granted by judges.
Durations change.
