It's on one side of my porch steps, the other side doesn't retain the water and I have lots of flowers there. I just would like this side to have flowers as well.

Kansas City, Missouri mayor Kay Barnes asked all KC residents to look into planting rain gardens in order to relieve runoff water into the sewer system. The result is a big program called 10000 Rain Gardens. See this website for all you could want to know on your topic!: www.rainkc.com . As a result, there are many new gardens of just the type you describe in this area.
Depending on the look you want, there are lots of water tolerant species for every growing zone. In the midwest, turtlehead, red lobelia (cadinalis), Joe Pye Weed, New England Asters, Houttunia (chameleon plant), a type of veronica called water perry, some lysimachia and some types of iris (Sweet flag and Siberian iris come to mind.) are all great in puddling situations. Some trees like river birch and white or swamp oaks, dogwood and willow are good for wet soils. We planted a curly willow in a low area that accumulates water and it should be very successful
Good luck!

Hostas are water loving plants and come back every year. Live forevers can live in any circumstance. But read the labels they say if they like a lot of moisture or a little.

Impatiens and hydrangeas (perennial) will survive water for short periods if it not too deep. Mallows (and maybe even hibiscus) might tolerate heavy water.
