Yes but you'll have difficulty setting the web browser to work with Cingular. The sidekick uses the browser/server setup by DANGER, the maker of the Sidekick for T Mobile. If you have no plans on web browsing with it you should be fine. Do some research though - chances are that you won't be able to download ringtones, wallpapers, backgrounds and stuff from Cingular because the software on the Sidekick is set up for T Mobile.
I know this because I have an UNLOCKED Treo 650 that was originally branded for Cingular. I'm running on the T Mobile network - I'm unable download any of the official T Mobile ringtones, megatones, games and stuff because of the Cingular software on the phone itself. Make sure take all these things into consideration before making your decision.
All other normal functions should work with no problem or little to no configuration [phone calls, SMS, test messaging, email, picture messaging, voicemail]

yes, but hte services may be limited and Cingular might not allow you to service it. Unlocked just means the frequency is aloowable to change, not necessarily meaning you can use all of the services.

Yes, the whole point of a cell phone to be unlocked is so you're able to use it with any service provider.
