Broccoli is a tempertae plant that really does not fare well in the heat. In Toronto, I have harvested broccoli into December. They almost need to be shaded during July and August, I have found.that Safer's Insecticidal Soap (an ecological product) can be very effective for a whole host of critters. In southern France, apples have netting draped over them for July and August after the fruit begin to grow.

The most common pest on cole crops like broccli is cabbage loopers- a small green catepilar. Try a Bt spray like dipel or thuricide, an organic control.
