California has a more strict emissions allowance than most other states. That's why they say that. Emissions is basically all the crud and gunk that comes out of your tailpipe when the car is running. California has a lower emissions standard, because they're trying to cut down on all the smog.

In the USA, there are two levels of emissions standards for auto MANUFACTURERS. The most accepted standard is the US EPA (49-state) requirements. When it is CALIFORNIA emissions certified, it has a more stringent standard. When you move to the state, your car may or may not meet California standards. But you will be required to have an emissions test performed, and if it only meets EPA standards (on the under-hood emissions label) then if the vehicle passes the emissions test at the FEDERAL level, then you may register and drive the car. If it does not meet the standards for emissions and emissions reducing devices and equipment for the Federal level, it must be brought up to a passing level before it can be registered and driven.

To my understanding the Price is Right is filmed in California. There stating that the car does fit in with the law based on where they are located but may or may not fit in if the winner goes to a different state after the show. But they only say California because that is where they are at.

When cars come into California, they must meet Calif State Emissions standards. This take a bit of work and money. So, the car is said to be at that point.

How much emissions the car puts out. CA has some of the hardest emissions around because we are so populated. Your car has to meet the standards to be registered in that state. Thats why its hard to bring in out of state vehicles.
