Certainly my local council is both. I could think of a long list of other negatives about them but inept and corrupt probably cover most of it anyway.

Inept goes with corruption, a vicious circle.
Being 'cynical' I think some of the corruption might be an aim toward privatisation.

I think they tend to be incompetent bawheids rather than genuinely evil, so more inept than corrupt.

You only need look at councillors,most don't have a proper job and in it for a nice little earner,so it is very difficult to seperate the two.

how many people are disapointed with there councils!
I think they dont do so bad considering the people they represent.
That is we elect them, we are the people who corupt or enpower them. Its up to us to dig out the rot.
