Because sex is a physical act that has little to do with love. Unfortunately, society teaches us (especially women) that the two have to be entertwined. Just because a person cheats does not mean that he/she doesn't love his/her partner. However, cheating on someone while knowing that it hurts them does show a certain selfishness and disregard, which should, ideally, cause them to feel guilty -- even if they don't feel the act itself is wrong.

People who cheat have a basic breakdown in morals. They do feel guilty most time but were more worried about meeting their needs than what was right and wrong. They probably do love their loved one but love themselves and their needs more.

The party who is cheating always justifies it because they say have been wounded or are missing something. Some people need to feel validated by the opposite sex and getting that validation from their loved one doesn't satisfy that ego boost that they desire. Constant compliments of loved ones is needed to satisfy that need.
