You can in fact use the japanese version of messenger, unlike the above poster, but you must install the japanese fonts into your machine, as well as I believe making it the primary language for your browser.
other places you can practice your japanese, Pangya is an online golf game that I play once in a while, if you can figure out how to register an account and download the japanese version, you can play there, get in matches with japanese people and get great practice. another place is Final Fantasy 11, for xbox 360, playstation 2 and computer, about 70% of the population on there is japanese, depending on the server you end up on.
You can also go on skype and find japanese people on there who are open to voice chat with you, and many want to practice thier english so you wouldn't have too many problems finding someone

I am answering like all you questions here, but anyway back to the subject at hand. No I do not know of any chat rooms because I have been looking to before I left for Japan. You really do not need it. I was like you too. Dont worry so much about that but more about the language and the culture. Once you get to Japan and in school you will probably have pin pals by the time you come back like me. Enjoy. Oh and try many types of things once you get there. Good things. (oh and eat some Hi-Chew. My favorite candy. I am all out now. lol.)
Oh are you going to college or high school? I went to high school in Japan not college.

It Wont work Because your computer Cant Read the Codes in the Japanese Program.
First off. U cant use YahooJAPAN But you can an YahooJAPAN Email account

I've Gotten a Pen pal and thats your Choice, because American computers cant Read the Kanji inside Prgorams, even if u download Kanji Software like me.

There are Japan room in Yahoo messenger US as well.
Messenger --> Yahoo Chat ---->Join a room
Click [Regional] folder, you will see Japan on the right.

Go to the link below and you can find people to talk to. It's how I found my fiance (as e-friends) four and a half years ago. I talked to other people too, but things workd out for us. You can find someone to talk to in English(or many other languages) on there very easily. Have fun.
