Fallen and Skeleton Key are the first two that spring to mind. If you are willing to watch foreign films, check out The Vanishing (but not the American remake)...it is listed as one of the scariest movies of all time with good reason.

Dr. Phibes is pretty villainous, and he comes out of his two movies okay. "The Abominable Dr. Phibes," and "Dr. Phibes Rises Again" are tongue-in-cheek horror movies set in the 30s.
