An example of a long wait in Arizona would be spending two hours at the Social Security Office or DMV.

An example of a long wait in NYC would be arriving at the DMV or S.S. Office at 7AM Monday, spending the day there, then being told to come back the next day (without ever being seen by anyone).

If you are waiting for something, then it must take a while. And if it takes a while, then it is already long. Any wait is a long wait... I think. Unless you have something to occupy you during that time.
