It's possible that a bone fracture in the neck could manage to not cause nerve damage. If so, the person is rather lucky, but it's not unheard of.

Typically, something like that is caused by sort of significant trauma (car crash, fall, etc.). If this person doesn't know what happened, then there's a question as to whether this is a serious injury, or something as minor as a pulled muscle or a pinched nerve.

If you have reason to suspect a real injury, the best thing to do would be to get it checked out at an ER as soon as possible - the X-rays that they can take should show any damage to the neck. If possible, get an ambulance, as they know the precautions to take to transport someone with a potential neck injury. Otherwise, have the person move as little as possible - that includes turning the head, nodding, etc.

Yes it is possible to break you neck at certain points and still be mobile, and it is possible to have it break at another area, and you wind up being a paraplegic. The seriousness of a neck injury depends on the area where the injury occurs, and the surrounding areas of the injury.

I don't know for sure, but I would think that it depends on the damage. You might be paralyzed if you damaged the nerves that carry impulses to and from your muscles. But if the damage is just to a vertebra, your spinal cord might still be able to function.
