I wish I had a definite answer for you, but I don't. But I want to just tell you to be careful about it. They might be. I know that when I was little, we had a sandbox and mom would always worry about snakes. It could just be a mom thing that she worried about it, but I'd always check it before letting your kids play in it to be safe.
I have a creek outside my office window where I work, and there is a little "Beach" that sort of washed up in there. My office motif is nautical, so I thought that was neat. I took out sand and seashells and laid them down on top of the dirt, to make it look even more like a beach. It was adorable. The next day though, a snake had slithered right through the sand. You could see his trail. And another day, another one did the same. Perhaps they would have slithered through anyway, without the sand, but I'd be careful if I were you! You just never know!

Sand, when exposed to the sun, contains quite a bit of heat that I'd imagine snakes would like to warm their blood up some, so, yes.

No, I don't think they too much like sand, I guess as long as you dont live in the desert you should be fine.
