I think it would depend on the context. I have no idea, but there may have been a point in time were the symbolism of burning the cross may have meant something completely different, perhaps even religiously motivated. For instance, the swastika was once a symbol (and still is in some parts of the world) for peace and love. It is only because a few bad apples got thier hands on it that it carries the connotation of today. Cross-burning may be the same thing. It might have meant something else before a bunch of rednecks got thier hands on it and started torching it in black peoples yards. Or maybe not.
