Well, there could be a little village called France, just south of Birmingham, there are some funny named villages & towns around that part of the country: Beaudesert and Rotton Row to name but two.
However, so as not run the risk of looking like an uncultured tourist it would be wise to know that when asking all English you are ruling out all Scotish, Irish and Welsh from the answer. If you are asking for details of a very small town/village I would refer to all Brummies? (not sure about the spelling of brummies), England is bigger than most Americans think.
If it is a nice village and it rains a lot, then I am sure you will still have fun, there are usually very good pubs and restaurants (I am from a village in England).
If you meant France the country then shame on you, and I fear you will be poorly received in either country... By the way what is a specially made umbrella? That is a strange thing to write.

There are one or two little hamlets in Britain called France and as far as I can remember there is one in Dumbartonshire (Scotland) Too. But these are hardly big enough to appear on any map. I live in Brirmingham and the only France I know to near here is Shropshire, that's the Welsh borders.

I think the gentleman is referring to the France in England that is 10 miles south of Birmingham, and yes sir it does rain alot in this part of England

For starters, here in the United Kingdom of which England is one of the countries, we like our nationality to be spelt with a capital letter, to do otherwise shows contempt! i.e. English
France is a major European Country and part of the mainland of Europe ( look at an atlas you may notice that the U.K. is an island off the main continent of Europe.)
If you really do not know where France is, it isn't an umbrella you require its a compass!

there's a france in england? this is news to me????
seein as u keep sayin "the france in england" does mean that u know that there is an actual france in europe, but are referring to a very very very unknown france that is in england? like the cambridge in england as supposed to in massachusetts....
or r u jst totally clueless and thought that the country france was part of england?
