When you are referring to the city or state of New York, they are born "in" New York. But, if the hospital is called New York Hospital, then they are born "at" New York Hospital. But I really don't know if there is a New York Hospital or not. So, I would say more than likely someone would be born "in" New York.

You are simply playing a game of semantics. It depends where they were born, silly.
Someone born in San Francisco would be exempt from the State taxation authority of New York.

Lets say they were born in New York State Hospital at New York?
