To be notified when your outgoing messages are received
You can set up Outlook Express to display a receipt for e-mail you send. The receipt is sent when the message recipient has displayed your message. This is useful when you are sending time-critical information, or any time you want confirmation that your message has been received.
To request a receipt for individual messages
In the new message window, on the Tools menu, click Request Read Receipt.
To request a receipt for all messages
On the Tools menu, click Options.
On the Receipts tab, select the Request a read receipt for all sent messages check box.

Do you mean when you send an email you want to know if they have read and opened it? Or that someone has been on your computer and read your email?
When you send an email sometimes you can ask for a return receipt, this sends you an email back saying that the person has received your email, but you cannot guarentee that they have downloaded your attachments. This feature is not available on all email programs you'll have to find out if it is for yours.
If someone has been reading your already read emails, there are ways to check, again on some programs, but most emails become unhighlighted when they are read, if you want to keep something as unread you can flag it that way, so you'll know if someone has opened and read your messages (unless they remember to reflag it).

there is no such email service that provides a feature that the email and attachment are been seen by the person who you send this
only the e-cards and the e-greetings that you send can be verified, they so it this way
1) first of all they allocate a page to the person whom you send this email
2) then look at the access of the page
3) so whenever that person goes to that page you get a reminder that your card or page of whatever has been seen
this feature of verification that the person have seen your email and the attachments is not available with the leading services like yahoo, hotmail, gmail, rediff and many other

depends on what email your using. You could change your password so noone can read them. If its on your computer you suspect it's happening then download a program that logs keystrokes and takes random screenshots.
