Sadly, some of the above answers are wrong, and most don't show proper work or explanation of work.
If 1 out of 3000 complained, then 2999 out of 3000 did not, as 3000-1=2999.
Now, divide 2999 by 3000 to get the percentage of those that did not complain. This comes out to be approximately 0.99967 as a decimal, and as a percentage 99.97%.

I person out of 3000 does not complain...so (3,000-1=2,999) do not complain. That means that : 2,999/3000 x 100 do not complain and that comes to 99.66666666 and it is equal to 99.67
