Water is seeping through permiable layers of stone from the surface. This is what makes stalagtites and stalagmites (you know those pointy things hanging from the ceiling.) But it can be attributed to an under water spring as well.

There's probably a fissure somewhere in the cave which allows the water to seep through. The water comes from rain water or snow melting in the mountains.
