How can I obtain the film rights to a book? Especially if the publisher doesn't answer my emails.?

I am in the process of starting up a production company. I used to have my own company years ago but got out of the business back then. Now I have decided to try it again.

The publisher is not always the copyright holder - you can find the name of the copyright holder through either the catalog page or the Library of Congress.
