Go to the O.C. It's better. Go to Disneyland or Knott's Berry Farm and talk to the employees there when you first move here. You'll meet a lot of people that way.

if you really want to meet people leaving California, meet them at the border. That way you know for sure they are leaving.

dont you have at least one person you know who lives in California? if so, get in touch with him/her and go places with them..it's a start to meet new people when you're in california
