Does anybody know the name of a Batman baddie who was green, wore spectacles and possibly had a beard?

I think he wore a scruffy suit and was sometimes the narrator in special editions of the comic book! Please Help me!!

Ras Al Ghul mostly meets your description. He was a Batman villain, recently depicted in the Batman Begin's Movie, who lived forever (though he recently died) and was intent on protecting the Earth from the ravages of humanity, usually by killing people. He did have a beard. A little extended goatee thing. He also wore a green cape of some sort, though I am not sure of how scruffy it was. I do not think he ever wore glasses.
Now your other alternative is the Riddler. He wore a green suit, which was never scruffy, he wore glasses, and occasional wore a stupid hat and used a cane from time to time. He also has worn green tights and other such green outfits. He definitely has never had a beard though. Both have probably narroted a Batman comic in their time.

The enemy I remember the most from Batman was 'The Joker'. It could have been him.

Some of the other contributers have identified it correctly I believe. It was 'The Riddler'.
