Depends on the places you go.

A store might refrigerate itself very cold, because people coming in from the heat will feel the icy air, and be more inclined to spend money. (it's a subconcious thing... like they don't really need my money. Notice, when a woman thinks you don't need her, you can't get her away from you.)

A bar might lower it's climate to make people drink more. (drinking would raise your body temperature, making icy air seem colder than cool air, therefore, the bar should be warmer than the store.)

Sometimes, one area of a building will be hit by the sun more than another, and that part of the building will stay 10-15 degrees warmer, and the whole building might be on one thermostat.

Depends on what you consider Icy I guess...If you are coming in from 100 degrees outside yeah 74 is quite chilly! but the air comes out of the vents colder b/c as it disperses through out the room it will get warmer. So in order to keep the room at 74 the air coming out of the vents will be an artic 50 something or lower if you're lucky! ;-)

For the same reason operating rooms in hospitals are so cold...the colder the air, the less likely certain germs are to thrive. My guess.

To keep people from staying to long.....just like fast food places putting in uncomfortable plastic seats...check around....its true.
