Actually the phrase came from Hannah Barbara's character of Muttley. He was Dick Dasterdley's sidekick on the Way Out Wackey Racers and the Perilious Adventures of Penelope Pitstop.

Raquel almost had it right it's from the cartoon Dastardley and Muttly it was a Hanna Barbera cartoon about Dirk Dastardly and a bunch of flying aces that used to try and shoot down a pidgeon with a whole bunch of weird planes
