got CPS called on them by our apt. manager because the manager was saying that her kids are always running around naked and that there is no food in the house. But, she only called because my neighbor is having major problems with the apt. and they will not come and fix it or anything and the manager is a *****!!!! The CPS lady went to her apt. and now she is crying and everything, because she doesn't know if she is going to get her kids taken away and she is a good mom, I've known her for a while. But, CPS has been known to do some pretty dirty ****. So what can I tell her? What action shoud she take about this?

I want to get this straight. You are saying that your neighbor had some problems with the apartment, things were broken and needed repair, the apt, manager refused to do anything about it, and then to punish your neighbor for calling about the broken items, called Children Protective Services and told them lies?
It this is the case, tell your neighbor to call an attorney. Most states have laws prohibiting false reports. If she can't afford one, I'm sure that the county or the state's attorney's office can help.

Talk to your neighbor and let her know that you will be a reference for her. If CPS contacts you, tell them what is going on.
You and your neighbor can contact the appropriate agency in your state to file a complaint against the landlord. You might start with the attorney general in your state. Go to the website and see if they have a department for these complaints. If not, try department of housing. You can also file a complaint with CPS about a case that was mishandled.
