Unfortunately yes but you could tell them that you got tickets to somewhere else that isn't very fun like Iraq just kidding, but somewhere not so fun like like oh I can't think of anywhere but you know your family you can come up with something like backpacking threw the jungle for 2 weeks with bugs etc (see I would like that) Anyways they do have to be there because there is a signature required and it has to be in the presense of the goverment agency in your area that handles the shipping of the passport info. Also if you have children under 18 then both parents have to sign it. Also you have to get passport photos taken and they have to be there for that as well. Good luck and have fun in Paris. It is pretty awesome there except the only people that will speak English to you are people from other countries. The locals seem to take offense to people that only speak English.

That's a nice thing to do! Yes they have to know because they have to sign their passport applications. They'll also need passport photos. Really it's best that they fill in their own applications. But you could just say that you are thinking maybe of a holiday next year or something - you don't need to tell them about Paris!

Yes, as they have to sign the application form, unless they are under the age of 16.

New passports have your signature digitally scanned in to them (I have a UK passport that was issued on 8 May this year).

yes and no. yes they will need to know why you are askign them to get passports but to keep the surprise more surpiring, u do not have to tell them where u are taking them, you can always say that since the terrorist attacked in 2001, it would be a good idea to have the passports updated for security reasons.

They will not need to know the place you are taking them to, but they will need to apply for a passport at least 8 weeks prior to departure, to be on the safe side.

They have to sign the forms themsleves, otherwise it is fraud. There is no way to get them passports without them knowing.
This exists to prevent fraud from people getting passports when they are not legally allowed into the UK.

yes they need a passport photo, they need to sign the passport and they need to have someone to authorise the passport, and that person has to be some one in the services who knows the person ie doctor, lawyer, nurse etc.

yes but what you could say is you want them to have passports now because that in a few weeks time they will become very expensive so you want to get them now so they may guess somethink is up but not when.

Yes so you need an excuse to say why you're doing them.

I would use ' I'm getting mine done now so that I don't end up being forced to get an ID card next year, Shall we all get them.'

and make sure that the answer is yes.
