It's like, famliar with. For example, if someone is "computer savvy" then they are familiar with, or good with computers.
In case you're wondering, Jack Sparrow in Pirates of the Carribean uses it like "Get it?". Haha...sorry, I just thought I'd mention that (*is a Johnny Depp freak*).
