The only one I know needs a software (PC or Mac) installation and it's called Skype. Go to skype.com (the calls to regular phones to US and Canada are free in 2006). PC to PC or Mac to PC calls are always free.

Vonage now has a device which connects to the USB port and makes your computer your telephone.
