I believe WV has what's called a "five-year cushion" meaning that if the girl is underage, the man can be no more than 5 years older than her.

Presumably the age of consent in WV is 16, so a boy/man of any age having a sexual relationship with a 15-year-old (or younger) would be statutory rape.

EDIT:
The age of consent in WV is 16 for all parties, and the cushion is 4 years.

Here's the actual text of the law:
A person is guilty of third-degree sexual assault (statutory rape) when:
2 - Such person, being 16 years old or more, engages in sexual intercourse or sexual intrusion with another person who is less than 16 years old and who is at least 4 years younger than the defendant.

So, a 16-year-old could have a sexual relationship with a 13-year-old in WV and would be OK. Creepy.

--About half the states think sex with a minor under 18 is statutory rape the other half usually accept 16 or around there. I moved from one state where it was 18 and ended up in a relationship with a 17 year old and when I found out how old she was I freaked out, one because I was sure jail was next secondly I heard how bad the Prisons were in Alabama. But I worried needlessly, it was Alabama and at that time 14 was the age of consent.
