I'm afraid I will need more time to thoroughly examine this question. It is way too complicated and profound to answer with just another flippant comment.
I will have to conduct two experiments, obviously:
One will be with it 'over' the roll.
The other will be 'under' the roll.
Okay, I'm back.
Over the roll seemed to flow more freely, therefore saving time.
Under the roll was harder to grasp, seemed more clumsy, just not ergonomically correct to suit my personal preference.
But wait....you left out a third option that was easier still.....not even ON the roll, just sitting by the toilet on the floor.
Crap....now I can't decide. This question is just too hard for me..... :p

i like it over the rool better, you see and have more control on how much you used. also if you are having friends over, you can make a little triangle on the top of it. so if they need to used the bathroom, they will always think you took out a new rool just for them.

i was told once that when it is over the roll it brings good luck.if it is under the roll then it is not as easy for a cat to play with and unravel.i want it over the roll
