A guy CAN wear whatever he desires...it may or may not look good to others...
Sneakers sound a bit casual with a dress shirt...some deck shoes perhaps?

Of course it looks better than wearing those long socks that go to your knees or when guys fold those long socks down so they look like short socks. It's a go you can wear short socks with a dress shirt and shorts :)

No dress shirts: POLOS. They're just as dressy. Go for Ralph Lauren or Lacoste.

To put it nicely... NO. If you are to wear something dressy enough such as a dress shirt; Go with the slacks as well!
