The first thing to do is make sure that you have the funds to sponsor someone. You as a sponsor are responsible financially for the person you sponsored for a period of ten years after they are granted a Canadian citizenship, and they have to be in the country for a minimum of three years to apply for that, so you are looking at 13 years of responsibility. If they apply for welfare in that time period, you will have to pay it back to the government. So you have to be able to prove that you can afford to sponsor someone.
As far as I know you are only allowed to sponsor a blood relative.
There are regulations about who can immigrate as outlined in this questionare.https://secure.akcanada.net/sponsor_partner.html
There are other options for people who want to immigrate that don't have sponsors and they may have to go through one of those channels if you are not a relative of theirs. This website outlines what those options are and you can get a free assessment done about whether they would qualify or not. http://www.immigrationexpert.com/
The Government website with all of the information, explanations and forms is http://www.cic.gc.ca/english/sponsor/familymembers.html
The website also tells you how to contact officials to ask questions etc., and what the person you are sponsoring will have to have to immigrate as well.
Good Luck. I hope this information helps.
