I visit Spain often and have noticed what you are talking about. I lived in Germany for about two years and never heard anything about Romanians. It is funny because I remember Germans criticizing America's racial problems concerning Blacks one second, and then telling me to stay away from Turkish people because they were knife-carrying thieves, the next. People are funny.
Finally, all I know about Romanians is it's cool to hear them speak (I am Spanish speaker) because it is at once so similar and so different. I also have seen some BEAUTIFUL Romanian women! Wow!!

it's called "stereotyping" and stereotypes develop because a large number of a certain type of people follow the same behavior patterns. so while you may not be a thief, a fraction of romanians have given you all a bad name.
just like muslims. they're not all soul-sucking monster terrorists...but the fanatics have given their people a bad name.

I dont generalize, many people dont, but if you paticipate in a survey you have to generalize.
