I think that they should keep upping the cost of oil. Oil is killing the planet with our help, and I think it's moral to keep the price soaring because of that reason. It may be the only way that the people in power search out an alternative.

Is parasitism on low oil prices compatible with morality? :) Seriously, though, you have an extremely one-sided view of things. Let me give you a couple of examples of what oil exporters do with their oil revenues.
Norway uses its oil revenues to pay for universal healthcare (not only for the current population, but for the future generations as well, by investing a large percentage of oil revenues abroad through the State Oil Fund, to be used in the future).
Nigeria uses its oil revenues to pay for imports of basic foods (if I remember correctly, Nigeria imports half of its rice).
So consistently low oil prices mean problems with healthcare financing in Norway and problems with food in Nigeria...
