Seal off your sewer pipe.

The problem is the fault of your locality. They should invest in larger sewer pipes and a better processing facility.

More then likey your basement toilet is below grade of your septic tank, line, and drain field. Septic tanks routinly fill up with rain water from back flow from rain and the water table raising. Here's why it's only the basement. The rest of your house and drains are high enough to displace the excess water in your tank when it flows in. Gravity takes care of it. Then when it stops raining the water table lowers and your septic drains out back through your leach lines.

The fix? Not easy. Raise the toilet if practical, install back flow flaps on your leach lines, or sink a secondary pump station tank in between your home and your tank. there you go...good luck.

Sounds like you need a new septic field.
Have the tank pumped out is a tempery fix.

just behind the toilet, is a tap, turn it off...
