It kind of means the structure of the Web that recognizes the codes used to make web pages. The http part, for instance will not recognize a Word document and put it up as a page.
On the other hand, you can't send a pdf or html code to your television set and expect it to display. The http part says, "Hey, we can read the code, so send it through us!"
