no. There are 7 pairs of cervical vertebrae, and 8 pairs of cervical nerves, true. But the first pair of cervical nerves are between the first cervical vertebrae and the base of the skull.

No. There is just one pair of spinal nerves per vertebrae. Each nerve may have a double root structure but there aren't two separate nerves.
