depends on your culture...
like for asians, there is a high reluctance and even social discrimination if a girl asks a guy out first. there is even name calling in the mix...
for western people, i'd say not really. from all the caucasians i met, they have no problem asking which ever gender out.
it really boils down to confidence and the need/urge/definitely the need, to ask someone out. we are all human anyway so both sexes would feel the same nervousness and awkwardness of asking someone you like out... though it may manifest to different degrees...
