Talking is fine if your intentions are good and go no further than just talking. If they are, why should talking be inappropriate?

just be aware of the circumstances. Talk in public, or in a group. Probably not alone in private, a quiet walk in the park or a dimly-lit restaurant table for two. Just being friends and being sensible.

JUST TALKING IS NEVER WRONG. IT DEPENDS ON WHAT YOU TALK ABOUT THAT CAN MAKE CONVERSING WRONG. IF YOU ARE MUCH MORE OLDER THAN 17 TRY TALKING TO SOMEONE YOUR AGE OR MAYBE A BIT YOUNGER THAN YOU.
