Congress' power to set a minimum wage comes from its express Constitutional power "To regulate commerce with foreign nations, and among the several states, and with the Indian tribes," Art I § 8 Cl. 3. Any business that engages in interstate commerce, international comerce, or commerce with Indian tribes (which, in the modern era, means any business) is subject to regulation by congress under this clause.

As for your 10th amendment argument, bear in mind that states also have the power to set a minimum wage.

The Fair Labor Standards Act establishes minimum wage, overtime pay, record-keeping, and child labor standards affecting full-time and part-time workers in the private sector and in Federal, State, and local governments.

Where the States and Federal standards differ, the HIGHER wage prevails.

So it is not in the Constitution, but it is Federal Law.

its part of the implied powers they are given and also about the 10th ammendment "the people" is the govermnent they are elected leaders so they represent us cuz we voted for them and the also the congress doesnt set anyways it is the state that does that any way
