solve in pieces:

1. solve 5x+2 <= -18 for x<=-4
2. 2x+1>21 gives x>10
3. recombine for the answer: x<=-4 or x=10

on a number line, this means x is a hollow dot at 10 and solid line over all numbers greater than 10, and a solid dot at -4 and solid line over all numbers less than -4
