I suppose it depends on what you consider cheap prices, but I love American Eagle and Hollister, and, though I don't shop there I hear Aéropostale is also great for clothes and Target for accessories. If those stores seem too expensive, look for an outlet mall that has some of those stores, prices will be even lower and the clothes are often the same ones that are in the regular stores...

I like the Van Huesen outlet- when there is a sale. Of course they mostly sell dressier stuff- for proffessionals. I love Outlets- especially when they have sales. Stores like Mervyns and JC Penney when they have Sales are good too. I also really like Target- their clothes seem to be a little better quality and they have decent prices- they are a little pricier than some of the other discount stores, but I think the quality and selection is great.

For anytime, I would say target all the way. But if you catch other stores when they are trying to get rid of things then you can get some sweet deals. I scout the mall sometimes for the sales. I got shirts from Charlotte Russe for 5 bucks.
I LOVE EBAY.

I think that it is H&M. Great runway spinoffs at the lowest prices! It is also way better quality than Wal-Mart, and it's not much expensive either.

Charlotte Russe is pretty good, Steve & Barry's if you're looking for something more casual.
