Many countries have found that it is best to locate the capitol outside of any state or province. In the United States, Washington is located in the District of Columbia, a "federal district," which not part of any state.
In Australia, Canberra is located in that country's federal district.
In Mexico, the capitol is technically located in a federal district, but that district is within the boundaries of Mexico City.

Also, notice that in the 48 contiguous states of the U.S., with one exception, the capitol is not the largest city. I think that's because when state capitols were set up -- particularly on the east coast -- the founders wanted the legislators to represent everyone in the state, not just the urbanized population. Remember that these cities were founded when the U.S. was still an agricultural country or was in the process of making the transition to an industrial society.
So, by the time that Arizona became a state, the U.S. was already industrialized and urban populations were increasing as a percentage of total population. Therefore, the founders probably didn't see any conflict between urban and rural population, and its largest city, Albuquerque, is also its capitol.

I don't know about Sydney. But the reason NYC is not the current capital of the US has partly been mentioned. It's true the founders wanted a more geographically central city in addition to that the founders wanted a city that was not in any one state. They wanted DC to be totallly seperate so they took some land from Maryland and Virginia and created the District of Columbia, In the end the District ceeded the land south of the Potomic back to Virginia.

Canberra is the capital of Australia, Sydney is just a city.. Why? I don't know..
But I can tell you about the United States.. NY cannot be capital simply because Washington DC is the Capital of the US. The White House is there, Pentagon, Capitol Hill, etc..
NYC is just the biggest city in the US

I dont know about Sidney, but NY used to be the capitol. They moved it to DC so that it would be closer to the southern states. Remember, there were only 13 to begin with on the east coast. The land they chose for the cappitol was exactly in the middle of the northern and southern states.

At the time of Australian Federation in 1901 Melbourne was the largest Australian city, and they couldn't put it in Sydney or Melbourne because of the rivalry between them. They stuck it out at Canberra so that the government would be out of range of naval bombardment, I believe.
