Not an easy answer to this. Don't jump right into it on the first date, no matter what. If it's the real thing, it will keep, and if it's not, why start at all?
Now, that's when NOT to have sex. When to have it is tougher. If you have just met, and don't know the person well, I'd say give it at least a couple of months. People can keep up an act for a few dates, but after a couple of months, the real person will start to show through. If you have known a person for a long time, as in YEARS, and you decide to take it from friendship to dating, it may be that you can proceed more quickly, but keep in mind that once you become intimate, the whole dynamic of the friendship will change, especially from the woman's perspective. Good friends are hard to find, so don't ruin the friendship for a quick roll in the hay.
Any relationship that ends because you won't have sex after the second date is a relationship that needed to end.

Just a personal option in my opinion. You need to be prepared that every sexual encounter could result in child bearing- so you need to decide when the time is right for you and discuss this with your partner.

When you're a minor...wait till you have left your parents house, and when you have found someone who loves you respects AND when you're ready
When you're an adult....when you have found someone who loves you respects AND when you're ready. Then only you will know when is the right time.

anytime when you are able to take care of the child you may be creating, thats a good time frame. if its a physical need, then make sure you are in a stable relationship and are both free of any std's.
