This is difficult to answer because a programmer will be great in one language and not so great in the other one. So, its not possible to say THE best programmer in the world.
Probably you can consider the writers on popular programming/scripting languages as the best ones: Such as Rasmus Lerdorf, Bjarne Stroustroup, Larry Wall, etc.
